I believe the more accurate way to title this fact is `Minimal´ Mandatory Vacation Days. For example, in Brazil, all workers are entitled to 30 days, but, are allowed to sale 10 days if they choose. This is why Brazil is listed with 20 days in the report and not 30. People like me, who prefer the time off over the money, take the legal 30 days off each year.
